DLA Aviation Richmond is conducting market research and procurement activities for Directional Signal Controls, identified by NSN 6220-01-338-2062, under solicitation SPE4A6-23-R-0365. While initial efforts focused on a sources sought synopsis to identify capable parties under NAICS code 336320 and evaluate market capacity for performance-based service acquisition, subsequent documentation indicates a Justification for Other Than Full and Open Competition. This sole-source procurement is directed to ZF Active Safety and Electronics US LLC because the government does not possess the necessary technical data rights to allow for competitive bidding. The procurement is managed by the Department of Defense through the DLA Aviation office located in Richmond, Virginia. Interested parties were originally asked to provide organizational details and tailored capability statements to determine if the requirement should be set aside for small businesses or opened for full competition. However, the current justification for sole sourcing cites legal authority under 10 U.S.C. 3204(a)(1) to ensure the acquisition of these specific directional controls.
