The Navy’s Naval Supply Systems Command Weapon Systems Support in Philadelphia plans to award a sole-source contract to The Boeing Company for two units of a specific wire rope spare part (NSN 0Q-4010-017214046-SE, part number 9M59-3-170P) used as support equipment on aircraft. Boeing is the original equipment manufacturer and the only known source capable of providing this spare part, as the government does not hold rights or data to procure the part from alternative suppliers. Because of this, the acquisition will proceed under a non-competitive authority (10 U.S.C. 2304(c)(1)) with FAR 6.302 supplements. While all responsible vendors may submit capability statements or proposals, government intent is to negotiate exclusively with Boeing, and any other supplier must submit a Source Approval Request, though this process will not delay procurement. The contract will last for one year and will adhere to applicable Buy American clauses and UID marking requirements. The procurement will follow the procedures in FAR Part 15 rather than commercial item acquisition regulations (FAR Part 12), based on market research. The solicitation will be electronically posted to NECO with an issue date around May 14, 2026, and responses due by June 12, 2026. Award is anticipated by June 29, 2026. Interested parties have a 15-day window from the notice’s publication to express interest in providing a commercial item solution, though this is not a request for competitive proposals. All inquiries and submissions should be directed electronically to the contracting officer, Taylor M. Weidman.
