Solicitation HSCG84-13-R-B14035 is a total small business set-aside issued by the Department of Homeland Security, specifically the United States Coast Guard Shore Infrastructure Logistics Center. The procurement is for a 400 Hz Super Flight Line Electrical Distribution System (SFLEDS), manufactured by Unitron LP or an equal alternative, to be installed at the Coast Guard Air Station Barbers Point in Kapolei, Hawaii. The project involves the acquisition of 400-Hertz solid state frequency converters and motorized cable reels, requiring adherence to IEEE, NEMA, NFPA, and MIL-STD standards. The contract specifies firm-fixed pricing with FOB destination shipping terms and requires the contractor to provide comprehensive operation and maintenance data, including safety precautions and preventive maintenance plans. The solicitation underwent several modifications through Amendment 0006 to clarify technical specifications and administrative requirements. Key changes included extending the performance period from 90 to 165 days after receipt of order, adjusting motorized cable reel voltage from 1 phase to 3 phase for specific line items, and clarifying input service requirements for converter units. Offerors were required to submit past performance questionnaires and detailed technical submittals, such as shop drawings and test reports. The procurement process included multiple rounds of questions and answers to resolve details regarding cable reel capacities, material specifications for forklift tubes, and the inclusion of testing and training costs within the unit pricing.
