The U.S. Army Corps of Engineers is procuring a firm-fixed-price Design-Bid-Build contract to construct a standard Advanced Individual Training (AIT) Battalion Complex at Fort Leonard Wood, Missouri, designed to house and support 600 Soldiers. The project includes two AIT Barracks/Company Operations Facilities, two lawn equipment buildings, and two physical training stations, with fully integrated systems for tornado and storm protection, fire detection and suppression, intrusion detection, antiterrorism/force protection, and an energy monitoring and control system linked to base-wide networks. The facility is a six-story, fully sprinklered residential dormitory of approximately 180,500 square feet, compliant with IBC 2021, NFPA 101, NFPA 13, and UFC 3600 01, and must adhere to Unified Facilities Guide Specifications and USACE Contractor Construction Quality Management standards. The contract has an estimated value between $100 million and $250 million and is unrestricted for both large and small businesses. The project’s performance period spans 1,095 calendar days from the Notice to Proceed, with an anticipated award date of December 1, 2025, and a final proposal submission deadline of January 23, 2026, following multiple amendments that removed the Project Labor Agreement requirement and extended deadlines from October through December 2025. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) system and organized into five clearly labeled volumes with strict page limits: Volume I (Pro Forma Requirements) and Volume IV (Small Business Participation) have no page limits, Volume II (Performance Confidence) is limited to 15 pages total across up to five projects, and both Volume III Tabs C (Management Approach) and D (Technical Approach) are capped at five pages each, excluding the schedule. Offerors must demonstrate performance confidence through qualifying experience—including work on multi-story, multi-unit dwellings under DoD and UFGS standards in constricted environments—and must submit detailed organizational charts identifying full-time key personnel, including a dedicated Site Safety and Health Officer and Quality Control Manager.
