The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Northrop Grumman System Corporation, Sunnyvale, CA. for Original Equipment Manufacturer (OEM) hardware components and support services for High Pressure (HP) and Low Pressure (LP) Propulsion Turbine Rotors and Overhaul Kits.


The contractor shall provide technical team, with verified expertise, of the High Pressure and Low Pressure Propulsion Turbine Rotors and associated equipment work items for engineering, inspection, maintenance, overhaul kits (Steam Critical Spares Program), and repair, and fabrication. This acquisition will also provide refurbishment and engineering in order to support Life Cycle Engineering and Critical Spares Equipment Rotatable Pool Management.


Pursuant to 10 U.S.C. 3204(a)(1), Northrop Grumman System Corporation is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort.  The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. 


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by E-mail to the attention of michael.b.excll.civ@us.navy.mil & kaitlyn.r.sawicki.civ@us.navy.mil using the contact information provided in this synopsis.  The Product Service Code (PSC) for this effort is 2825.
