The American Embassy in Jakarta plans to standardize all air conditioning units in both government-owned and short-term leased residences to Carrier brand products. This initiative aims to address the ongoing need for repair or replacement of malfunctioning units while achieving cost efficiency. Standardizing on a single brand will streamline warehouse inventory by reducing the variety and quantity of spare parts, saving storage space, employee time, and simplifying administrative processes related to inventory and reconciliation. It will also enable maintenance technicians to specialize in one type of unit, eliminating the need for additional training or hiring external contractors proficient in multiple brands. This standardization is expected to lower the overall life-cycle costs of maintaining air conditioning units by allowing parts to be recycled or repurposed for repairs and reducing maintenance expenses. The announcement serves as an informational notice for firms interested in submitting capability statements by June 12, 2007, though the decision to proceed with standardization will be at the Government’s discretion. Inquiries or submissions are to be directed to the Competition Advocate, Jan L Visintainer.

Full Description

The American Embassy at Jakarta intends to standardize on Carrier products for the air conditioning units installed at the residents of both government-owned and short-term lease houses and apartments. This is in the best interests of the U.S. Government as there is a continuing need to either replace or repair broken or un-serviceable air conditioning units. It is more cost effective to maintain one brand of air conditioning units for the following reasons: A. Standardizing reduces the warehouse inventory of spare parts and replacements. This saves employee time, warehouse space, and reduces the total inventory of spare parts and replacements. B. Accounting for only one brand of spare parts reduces the administrative and inventory systems. The reconciliation is easier, faster, and more efficient. C. Spare parts and replacement units of one brand reduces inventory compared to maintaining stocks of two or more air conditioning brands. D. Maintenance technicians are proficient and certified with the maintenance and repair of one brand of air conditioning units. Thus, there is no need for extra personnel and the associated training or contractors who are proficient in the maintenance and repair of other air conditioning brands. E. Standardization of air conditioning units reduces the total life-cycle cost of the appliance program. F. Standardization allows recycling and cannibalization of some parts for in-house repair and reduces overall maintenance costs. This announcement is for informational purposes only; it is not a request for proposals or quotations. Interested firms may email capability statements to the point of contact identified below. Capability statements are due by June 12, 2007. A determination by the Government to standardize this requirement based upon responses to this notice is solely within the discretion of the Government.
