The Army Contracting Command at Aberdeen Proving Ground plans to award a firm-fixed-price sole source contract to HDT Expeditionary Systems, Inc. for the supply of specialized box-style activated carbon pleated adsorber filters. These filters are designed for use at the Edgewood Chemical Biological Center and must meet specific technical requirements, including a flow rating of 1800 CFM, precise dimensions, a weight limit of 60 pounds, and limited air-flow resistance. Additionally, the filters must provide chemical protection with at least 55 minutes of DMMP gas life, fulfilling a unique need that only HDT Expeditionary Systems can accommodate. The procurement will be conducted under the FAR 6.302-1 regulation, which allows for a sole source award when only one responsible source is available. The solicitation invites responses within ten days of the notice’s publication, ending by 2:00 PM Eastern Time on September 14, 2012, to assess whether competition could be beneficial for future procurements. Respondents must provide clear and convincing evidence supporting competitive advantages, though no competitive quotes will be solicited in this instance. The contract falls under NAICS code 333411 with a size standard of 500 employees. Communications regarding the acquisition are to be directed exclusively via email to the contracting officer, Amy Bozzard, and telephone inquiries will not be entertained. The government retains sole discretion on whether to pursue a competitive process based on the responses received.
