The contract involves the procurement of seven units of a compressor, identified by NSN 7H-4310-016886069 and described under TDP version 006. The delivery terms specify FOB Origin, meaning the supplier is responsible for the goods until they leave their facility. The Government does not possess ownership or rights to the technical data necessary for purchasing or contracting repairs for this part from multiple sources. Acquiring such data rights or reverse engineering the part has been deemed uneconomical, which justifies the decision to pursue a sole-source contract under FAR 6.302-1. Although the Government intends to negotiate with only one source, they remain open to hearing from all responsible parties who wish to demonstrate their interest and capability within a specified response window. This presolicitation, posted by the Department of Defense's Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, invites proposals, quotations, or capability statements within a 45-day period (reduced to 30 days if under an existing Basic Ordering Agreement). The Government retains full discretion in deciding whether to open competition based on the responses received. The notice clarifies that it is not a request for competitive proposals but allows the Government to evaluate all submissions to consider the possibility of competitive procurement. The primary contact for this requirement is Kathryn E. Shutt, who can provide additional information during the response period ending June 23, 2026.
