The contract involves the procurement of a single hydraulic motor-pump unit, identified by NSN 7H-4320-014966404 and part number 4101105-1, to be delivered to the Defense Logistics Agency Distribution Center in New Cumberland, Pennsylvania. Due to the Government not owning the data rights necessary for manufacturing or repairing this component, and the uneconomical nature of purchasing these rights or reverse engineering the part, the acquisition will proceed under a sole-source basis as authorized by FAR 6.302-1. While the Government intends to negotiate with only one source, it invites all responsible parties to express interest or submit proposals within 45 days (or 30 days if under an existing Basic Ordering Agreement), though this notice does not constitute a request for competitive bids. Responses will be used to decide whether to open competitive procurement, with the Government reserving full discretion on this decision. This procurement is designated as a Total Small Business Set-Aside under FAR 19.5 and falls under the Department of Defense’s Navsup Weapon Systems Support office in Mechanicsburg, PA. The acquisition is subject to trade agreements including the Buy American Act–Free Trade Agreements and the World Trade Organization Government Procurement Agreement, as indicated by pertinent DFARS clauses. The point of contact for this solicitation is Naryan Smith, reachable via phone or email, and the opportunity is posted under solicitation number N0010426QNB73 with a response deadline of March 30, 2026.
