Full Description

The Department of Veterans Affairs, Central Texas Veterans Health Care System, intends to procure one factory-new duplex oil-free scroll air compressor system. The requirement includes all equipment, controls, components, accessories, and ancillary items necessary to provide a complete and operational system, together with FOB Destination delivery, factory-authorized startup and operational verification, user training, operating and maintenance manuals, and manufacturer warranty support in accordance with the Statement of Work.
This requirement will be competed as an open-market, 100-percent small-business set-aside under NAICS code 333912, Air and Gas Compressor Manufacturing, with a corresponding size standard of 1,000 employees, and PSC 4310, Compressors and Vacuum Pumps. The Government anticipates awarding a firm-fixed-price contract or purchase order using a lowest-priced technically acceptable evaluation methodology.
Quoters must provide sufficient technical documentation to demonstrate that the proposed system meets every mandatory requirement of the solicitation. Quotations must identify the manufacturer, make, model, part number, country and place of manufacture, delivery schedule, warranty coverage, and authorized source for the proposed equipment. If the quoter is not the original equipment manufacturer, it must provide evidence that it is authorized to furnish the equipment and applicable manufacturer-supported startup, training, warranty, parts, and service.
Award will be made to the responsible, eligible small-business concern submitting the lowest-priced technically acceptable quotation, provided the quoted price is determined fair and reasonable. The Government intends to evaluate quotations and make award without exchanges; therefore, quoters should submit their best technical and price quotations initially.

Q301--New - CareDx Base + 4
Solicitation # 36C25727Q0026
The Department of Veterans Affairs, through Network Contracting Office 17, intends to award a sole-source, open-market commercial services contract to CareDx, Inc. for AlloMap Heart and AlloSure Heart laboratory testing services. These proprietary blood tests are used for the noninvasive monitoring of transplant stability and potential rejection in Veteran heart-transplant patients at the VA North Texas Health Care System. The anticipated contract structure includes a base period from June 3, 2027, to June 2, 2028, with four subsequent one-year option periods extending through June 2, 2032. The estimated annual volume is 10 AlloMap Heart tests and 10 AlloSure Heart tests. The contractor is responsible for providing all labor, materials, equipment, and specimen supplies, as well as training VA personnel on specimen handling and packaging. Performance requirements include adhering to published turnaround times and maintaining all necessary licenses and certifications, specifically compliance with the Clinical Laboratory Improvement Amendments of 1988 (CLIA), VA information-security standards, and applicable privacy requirements. While the VA intends to negotiate exclusively with CareDx, Inc. due to the proprietary nature of the assays, other responsible sources may submit capability statements and technical evidence of their ability to perform the requirements by October 15, 2026.
