The contract involves the procurement of four units of a lifting plate assembly, identified by the National Stock Number 1H-4470-011129907-X3, under the technical data package version 002. Delivery is scheduled to the Defense Logistics Agency Distribution San Joaquin located in Tracy, California, while orders are to be issued to USA Spares Inc. in Carlisle, Pennsylvania. This procurement is a sole source negotiation, meaning the Government intends to contract with only one supplier, though it invites interested parties to express their capability or submit quotes prior to award. The Government holds full rights to the technical data, the data package is comprehensive, and there are no restrictions related to technical data, engineering, tooling, or manufacturing, facilitating potential for full and open competition under certain Acquisition/Routing Control (A/RMC) codes. The acquisition is set aside entirely for small business concerns, with the specific type of set-aside to be detailed in the solicitation, potentially including HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, women-owned under the federal program, or Historically Black College and University/Minority Institution set-asides. Market research indicates that commercial item acquisition policies under FAR Part 12 are not being applied; however, interested parties may demonstrate their capacity to meet the government’s needs with commercial items within 15 days of notice. Documentation related to the contract, including applicable military and federal standards, can be accessed through Department of Defense document systems like ASSIST-Online or by contacting the DLA Document Services. The contracting office handling this solicitation is the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, with the point of contact being Zackary Loudon.
