Defense Supply Center Philadelphia is planning a long-term contract for two types of 45,000 BTU space heaters, with a two-year base period and three optional one-year extensions. The solicitation, anticipated to be released on May 8, 2007, and closing on June 7, 2007, covers NSN 4520-01-329-3451, a standard H45 space heater with an estimated annual quantity of 1,730 units, and NSN 4520-01-354-1191, a coal or solid fuel burning H45 space heater with an estimated annual quantity of 120 units. Both heaters must comply with military specifications and drawings. This unrestricted procurement will feature first article testing, conformance testing, and source inspections for both NSNs. Delivery across the Continental United States will be direct from vendors, with varying timeframes depending on order size, ranging from 5 days for small orders to 90 days for large quantities. Pricing proposals will be required for each quantity range and for each base and option year, and must be FOB destination. The solicitation will allow for multiple awards and evaluations will be conducted separately for each NSN to enable competition without an all-or-none bidding requirement. Updated technical data and annual quantity estimates may be provided at the time of solicitation to ensure accuracy. The solicitation documents and specifications will be available on the Defense Logistics Agency’s DIBBS website, with technical drawings accessible through the designated contact, Maciek Okulicz-Kozaryn. Although this notice serves as a presolicitation and not a formal request for proposal or bid, all responsible sources are invited to prepare for submission once the solicitation is issued. This procurement supersedes a previous solicitation announcement and aims to secure reliable supply and compliance with required standards for these space heater units.
