This Notice of Intent/Solicitation is provided to advise that the Government intends to solicit a firm-fixed-priced purchase order sole-source award for NSF-certified bulk salt for the Industrial water softeners.  This requirement is to furnish and deliver bulk rock salt for the VA Southern Nevada Healthcare System s Industrial Water Softener, located at 6900 North Pecos Road, Las Vegas, Nevada 89086, in accordance with AASHTO Specification M143, Sodium Chloride Type 1, Grade 1. Bulk rock salt shall be 95 to 98 percent pure sodium chloride. Maximum moisture content shall be no more than two and a half percent (2.5Yo). Bulk rock salt not meeting the standards listed in these Specifications shall be subject to rejection by the VAMC. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government s needs.  Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed vendor is the only provider to furnish and deliver bulk rock salt. The applicable North American Industry Classification System (NAICS) code is 325998, All Other Miscellaneous Chemical Product and Preparation Manufacturing, 650 Employees, SBA size standard, and the Product Service Code (PSC) is 4610 Water Purification Equipment. This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can furnish and deliver bulk rock salt may give written notice to Shelley.Self2@va.gov by the questions due date of 07/06/2026. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Your response should include a STATEMENT OF CAPABLILITY, GSA SCHEDULE INFORMATION, UEI#, BUSINESS SIZE, AND SOCIO-ECONOMIC STATUS. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE.  THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS/SOLICITATION.
