The U.S. Fish and Wildlife Service (USFWS), CGS Division in Portland, Oregon, requires the replacement of deteriorated water control structures at the Stillwater National Wildlife Refuge, specifically at the 3-way and 4-way bridges and the Goose Lake Bypass Canal. A key part of the project includes replacing a washed-out corrugated metal pipe (CMP) under North Nutgrass Road, which poses a safety hazard to visitors. The new structures will comprise concrete flashboard risers and high-density polyethylene (HDPE) pipes that meet certain engineering standards. These materials will be installed by USFWS Refuge staff. Brigg's Manufacturing is identified as the sole source provider capable of meeting the agency’s specifications for the required concrete risers and HDPE pipe. The company has an established reputation for delivering high-quality materials, having previously supplied similar products for Ducks Unlimited wetland restoration projects in California and Nevada. Therefore, the USFWS intends to award the contract solely to Brigg's Manufacturing without full and open competition, in accordance with federal acquisition regulations (FAR 6.302-1). This notice serves as an announcement of the intent to award the contract on a sole-source basis rather than as a solicitation for bids.
