This contract is a firm fixed price, 100 percent small business set-aside for the supply of a 3-inch 1000 psi butt-welded globe valve for use in a critical shipboard system, where failure could result in catastrophic consequences including loss of life or the ship. The valve must comply with NAVSHIPS drawing 845-2445066 and Engineering Notice DM118664, with specific dimensional overrides for bevel gears and replacement of obsolete parts per CSD#128. Strict material requirements are imposed on key components including the body, bonnet, stem, stud, and self-locking nut, with specific alloys and grades mandated such as ASTM-B369, ASTM-B584, QQ-N-281, and MIL-DTL-1222. All materials must be traceable from raw stock to final assembly with unique heat-lot identifiers permanently marked in accordance with MIL-STD-792, and documentation must directly link test results to the physical items delivered. Comprehensive testing is required, including pressure tests, liquid and dye penetrant inspections, ultrasonic inspection of starting material, radiography on the body and bonnet, and slow strain rate tensile testing for QQ-N-286, which must be performed by one of seven specified laboratories.
