The project involves the removal of an existing concrete culvert on Eagle Harbor Road over Otter Creek Tributary in Orleans County, New York, and its replacement with a three-sided, single-span precast concrete structure supported by micropiles reaching bedrock, along with associated highway approach work and stream modifications. Additionally, the project requires relocating approximately 200 linear feet of water main, necessitating coordination with the water departments of the Town of Barre and Albion. Construction will proceed along the existing alignment with an off-site detour to maintain traffic flow during the work. The contract is set to be awarded by October 30, 2025, with a completion timeline of 150 days from the notice to proceed. The project size is estimated between one and five million dollars, and bidding will involve submitting a bid guaranty, bonds, and insurance. The project emphasizes diversity and inclusion goals, including a 7% minority-owned subcontracting goal, an 11% women-owned subcontracting goal, and a 6% service-disabled veteran-owned business contracting goal. The primary contact for the project is Craig Lane, the Commissioner of Orleans County, and the project is open to qualified bidders, with prior experience from entities such as Keeler Construction, CATCO, and Bognar Construction being relevant. The project aims to enhance infrastructure resilience and stream integrity while ensuring minimal disruption during construction.
