The contract establishes a standing price quote for a one-year period, not to exceed the specified term, for a single National Stock Number within the 5120 Federal Supply Class, specifically a hammer (NSN 5120-00-293-0887). This item is part of GSA’s Stock Program and will be included in an imminent formal solicitation. Offers must be FOB destination, and several specific clauses apply, including restrictions related to procurement of hand or measuring tools, bar coding requirements, source inspection, and packaging material regulations for shipments to the European Union. Estimated quantities are based on historical usage over the past three years. Award considerations will balance past performance, delivery, and price, with past performance and delivery holding significantly greater weight than price. Offerors without prior GSA performance will have an opportunity to submit references to demonstrate capability. In cases where offers are deemed essentially equal, price will be the deciding factor. Interested vendors are instructed to submit offers by fax to the contract specialist, Amy Lara, by April 18, 2005. The contract relates to NAICS code 332212 and involves government supply orders managed with oversight from GSA’s Administrative Contracting Office in Chicago, IL. The evaluation process ensures that the government selects the most advantageous offer based on a comprehensive assessment of vendor reliability and delivery capability, emphasizing quality and performance in addition to cost considerations.
