510 & 555 FGS - F-16 Inlet and Exhaust Accessories (Amended 26 May 2026)

The U.S. Air Force is soliciting offers for a Firm Fixed Price purchase order to acquire F-16 inlet and exhaust safety covers in two variants, designated as 510 and 555, under a Total Small Business Set-Aside as defined by FAR 19.104-1. The items must meet the detailed specifications outlined in Attachment 1 – Salient Characteristics, including material requirements such as durable, weather-resistant nylon or vinyl with waterproof and UV-resistant properties, reinforced stitching, YKK zippers, ball-lock pins, and adjustable straps. Interior linings must be soft and non-abrasive, with heat-resistant materials required where proximity to hot aircraft components exists. Visual identification includes full-color squadron emblems in purple or green, and tail numbers must be displayed via interchangeable Velcro patches. All quotes must include designs or photographs of the proposed equipment to confirm alignment with the updated specifications as of 26 May 2026, and proposals must be submitted electronically by 1500 CET on 26 May 2026 to arsen.1@us.af.mil, with technical and pricing submissions separated. The offeror must be a small business certified in SAM with a valid UEI and CAGE code, and must complete all required representations, including those related to covered telecommunications equipment, Xinjiang procurement restrictions, and compensation of former DoD officials. Delivery is mandatory to Aviano Air Base, Italy, and the contract is subject to the availability of appropriated funds, with no legal obligation on the government until funds are obligated and the contractor receives written confirmation from the Contracting Officer. The acquisition will be evaluated based on technical capability, price, delivery terms, and past performance, using a trade-off approach rather than lowest price technically acceptable. Invoicing must be processed through WAWF, and the contractor must comply with extensive security requirements for base access, including obtaining and returning Common Access Cards, submitting personnel lists for credentials, and adhering to local installation policies on vehicle registration and emergency notifications. Contractors must also adhere to clauses governing payment through electronic funds transfer, subcontractor protections, anti-trafficking, and security prohibitions, with deviations applied to several FAR clauses effective in 2026. The contract incorporates optional provisions under FAR 52.217-8 and 52.217-9, allowing potential extension beyond initial delivery, and all items are subject to inspection and acceptance at the delivery site.
