The government intends to issue a sole source purchase order to Jasper Rubber Products for the supply of 10,000 synthetic rubber gaskets, specifically the 40 mm ammunition box gasket conforming to Mil Spec MIL-PRF-15624, Class I. Jasper Rubber Products is the sole supplier possessing the specialized tooling required to manufacture this gasket according to the current military specification. The Air Force and McAlester Army Ammunition Plant invested 11 months qualifying this gasket, making it impractical and costly to re-qualify a new supplier or tooling, as delays would disrupt the production line and negatively impact government operations. This procurement will follow Simplified Acquisition Procedures under FAR Part 13 and will proceed without full and open competition as authorized under FAR 13.106-1(b) and FAR 6.302-1(a)(2)(iii), recognizing the unique capability of Jasper Rubber Products.
