The North Carolina Department of Adult Correction (the “Department” or “DAC”) is soliciting proposals from qualified Vendors to assess spans of control and management layers across the Department’s support functions and to develop practical options for a more effective structure that better enables the Department’s mission. This is a narrow engagement of approximately twenty (20) weeks. It is deliberately limited to back-office support functions and does not address custody, community supervision, or direct clinical staffing. The engagement includes development of a plan and support for initial implementation of the plan. The Department is also seeking a separately priced option for additional support to complete all actions outlined in the recommended option and to implement operating model improvements in key units. The Vendor will work with Department leadership, the Department’s human resources organization, and division and regional administrative staff, and will require access to position, organizational and cost data held by the Department and by the North Carolina Office of State Human Resources. The Department will designate a Contract Lead and will make staff available for interviews and working sessions.
