The Department of Defense, through the W6QK Acc-apg Adelphi office, intends to issue a sole-source contract to American Hofmann Corporation for the procurement of one Hofmann spin balance machine, Model R-7.1. This equipment is required to measure and handle lightweight test parts at various spin rates, addressing a specific operational need for the agency. The procurement is justified under the authority of FAR 6.202-1, citing that American Hofmann is the only responsible source capable of satisfying the requirement, and no other supplies or services are viable alternatives. The solicitation will not involve a formal written request beyond this notice, but the government invites interested parties to express their interest and capabilities by the stated deadline, although the award decision may remain a non-competitive procurement. The evaluation of any submissions will be based on two criteria: technical capability and price, with contract award going to the lowest-priced, technically acceptable offer. The solicitation includes several standard commercial contract provisions and clauses, such as instructions to offerors, offeror representations and certifications, and contract terms implementing statutes and executive orders relevant to commercial item acquisitions. Responses must be electronically submitted by 12:00 PM Eastern Time on September 25, 2013, to the designated government email address. The government retains discretion to forego competition, and communications regarding the contract opportunity are conducted solely through the outlined contact, reflecting an urgent acquisition process under NAICS code 333997.
