The US Army Corps of Engineers, Engineer Research and Development Center, plans to award a sole source contract to Oyo-Geospace Technologies to procure four 4-channel geophone/hydrophone sensors along with four autonomous 4-channel data recorders. These instruments, designed for underwater seismic and acoustic measurements, will be used in conjunction with a fiber optic sensing system to evaluate its effectiveness for monitoring in shallow water environments. Each sensor system features a fully gimbaled 3-axis geophone with a fluid-filled package suitable for depths up to 2,000 meters, with precise specifications including a 10 Hz resonance frequency, high sensitivity, and waterproof cables compatible with the data loggers. The data logging units will support four channels with 24-bit resolution, robust storage capacity, adjustable gain, extremely low distortion, and GPS-synchronized timing accurate to within one second of UTC. Operating temperatures range from -40 to 85 degrees Celsius, and the units are powered by 12-volt batteries. The system package also includes a rugged laptop with software capable of controlling the data loggers and processing data into SEG-2 or SEG-D formats for analysis and storage. Oyo-Geospace Technologies is uniquely capable of meeting these detailed and stringent requirements, prompting the government to proceed with a sole source acquisition under simplified acquisition procedures in accordance with FAR guidelines. Interested parties may submit capability statements or proposals by the stated deadline, although this is not a competitive solicitation process.
