The contract involves the procurement of five tool insert extractors identified by NSN 1R-5210-015991286-EE, in accordance with a referenced document (REF NR 123SME90081-1). The delivery terms specify FOB origin, with the items to be issued to Northrop Grumman Systems Corporation located in Bethpage, New York. This notice serves as an intent to award a contract without soliciting competitive quotes, as the government plans to negotiate exclusively with a single source. Although interested parties may express interest or submit quotes before the award date, the government retains sole discretion in deciding whether to pursue a competitive procurement. The government's rationale for sole sourcing stems from the lack of adequate, accurate, or legible data to procure these parts from any supplier other than the current source. The contract is managed by the Naval Supply Weapon Systems Support office of the Department of Defense, based in Philadelphia, Pennsylvania. This procurement is categorized as a presolicitation and does not include a set aside type or industry classification code.
