This solicitation, issued by DLA Land and Maritime under solicitation number SPE7M1-26-U-5266, is a Request for Quotations for an Indefinite Delivery Contract (IDC) for protective dust and moisture seal caps. The contract is a Total Small Business Set-Aside with an estimated maximum value of $350,000.00. The primary requirement involves the delivery of approximately 4,503 units of NSN 5340-01-434-2367, though the contract includes a guaranteed minimum of 675 units and a minimum delivery order quantity of 187 units. Performance is expected within a one-year period, with a standard delivery timeframe of 91 days from the order date. All deliveries are to be made FOB Destination within the continental United States. Technical compliance is strictly enforced, requiring hardware to meet current part standards such as NASM5501/31 and NAS847. Notably, MS90376 is explicitly prohibited as a substitute due to the risk of shorting out end-item applications. Quality assurance is governed by MIL-STD-1916 or ASQ Z1.4, with an acceptance standard of zero non-conformances in sample lots. Contractors must provide material certifications and documented evidence of visual and dimensional inspections. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, respectively, with specific protocols for hazardous and radioactive materials. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for invoicing and payment, and compliance with various federal regulations including the Buy American Act and cybersecurity safeguarding standards.
