The contract involves the procurement of 12 units of a specific part, identified as NSN 7H-5340-014340325-X3, described as a cover access item. Deliveries are to be made to two designated Defense Logistics Agency (DLA) distribution centers located in New Cumberland, Pennsylvania, and Tracy, California. The current intent is to negotiate exclusively with AFC Tool Co., Inc., based in Dayton, Ohio, under a non-competitive procurement approach, although other interested parties may express interest or submit quotes that will be considered before award. The government holds full rights to the technical data package for this item, confirming that the package is complete and free of restrictions related to engineering, tooling, or manufacturing. This acquisition does not follow FAR Part 12 procedures for commercial item acquisition, but the government invites capable commercial sources to indicate their interest within 15 days. The contract documentation and related specifications are accessible via the DoD Single Stock Point and online resources such as ASSIST-Online, facilitating compliance and review. Contact for the solicitation is through the Naval Supply Systems Command’s Weapon Systems Support office in Mechanicsburg, Pennsylvania, with specific inquiries directed to the contracting officer, Mr. Peter Masters. The procurement aims to leverage full and open competition if applicable, supported by comprehensive technical data rights, though the current sole-source approach is discretionary based on market feedback.
