The Government proposes to acquire on a One-Time Buy contract, a quantity of 50 each of a COVER ACCESS; NSN: 5340-01-548-0296; PN: 13213270, in support of the Multiple Launch Rocket System (MLRS). Contractor Tested First Article is required. Production Lead Time for 50 each, 275 Days After Receipt of Order (DARO) with deliveries to Fort Sill, OK, 73503-5100. This item is restricted to LOCKHEED MARTIN COMPANY (Cage 64059). The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. Adequate technical data is available for this acquisition. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. THIS ACQUISITION CONTAINS DATA THAT CANNOT BE RELEASED EXCEPT TO GOVERNMENT AGENCIES. NO DOCUMENTATION IS BEING RELEASED WITH THIS SOLICITATION.
