This contract, issued by NAVSUP Weapon Systems Support for the Department of the Navy, is a presolicitation for the procurement of three self-locking inserts (NSN 0Q-5340-017200959-SX, reference number D0090490-201). The delivery is specified as FOB Origin. The part in question has been identified as having an unstable design, with engineering and performance concerns that have not met required objectives; significant modifications are anticipated, and the item is expected to become obsolete and unusable in its current version once the changes are implemented. For now, limited acquisition or repair from the approved source is planned until the configuration is updated. The item is classified as flight critical, requiring government source approval before contract award due to limited technical data and the need to ensure safety and reliability. As a result, only suppliers previously approved by the government have been solicited, and the lead time required to approve a new source precludes delaying the procurement process for new approvals. Potential new offerors must submit extensive technical documentation in line with NAVSUP Weapon Systems Support Source Approval Brochures and demonstrate prior experience or capability. Proposals not meeting these documentation requirements will not be considered. Although the government indicates an intent to negotiate solely with the approved source under FAR 6.302-1, it also notes that other responsible sources expressing interest may have their submissions reviewed for future competitive procurements. The government is not employing commercial item acquisition procedures and has outlined comprehensive instructions for obtaining relevant standards and specifications necessary for proposal preparation. The point of contact for this requirement is Jessica L. Harpel in Philadelphia, PA, with responses due by November 10, 2025.
