The Defense Supply Center Philadelphia- SMSG Maritime Detachment intends to issue an unrestricted solicitation for 25 sole and sourced controlled NSNs in the 5331 FSC. However, the contract?s universe consist of all the restricted / sole source 5331 FSC O-rings that have been identified as either Otto Fuel or Hydraulic Fluid for use by the MK46 or MK48 Torpedoes. These items also have the same technical and quality characteristics as the core items on this contract. The list of NSNs and the possible add items will be available for review on the Shift to Commercial Practices website (www.dscp.dla.mil/gi/general/scp.htm) after October 24, 2007. Dealers must submit traceability documents indicating the material originated from the sources listed on the procurement identification description. The quantity requested will be stated as the annual estimated quantity (AEQ) and will vary for each NSN; this solicitation WILL NOT include option quantities. A delivery time of 120 days ADO by FOB destination is requested. The proposed contract is for a one year base with three-one year option periods. A comparative assessment of the offeror?s performance risk using the automated best value system, along with a detailed analysis of the offeror?s prices are the procedures that will be used to make awards. February 9, 2008 is the anticipated award date. The names of the sole and sourced contractors are located on the procurement identification description. These items are restricted to the named sources because the data the Government has available is not insufficient or it is proprietary and procuring the NSNs under fully competitive procedures is not possible. In reference to alternate offers, please reference DLAD 52.217-9002. The solicitation will be available to all interested parties on the Business System Modernization-DLA Internet Bid Board System (www.dibbs.bsm.dla.mil). Offerors must submit their proposal to the Business Opportunities Office (BOO). The address for BOO will be located on the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. This acquisition is subject to the requirements of the Trade Agreement Act of 1979. Number note 12 applies. This acquisition will follow the policies and procedures of FAR Part 13.5?Test Program for Certain Commercial Items.
