The contract involves the procurement of 13 units of a machine thread plug, identified by NSN 1H-5365-015606260-X3, designated as TDP VER 005. These items are to be delivered to two Defense Logistics Agency (DLA) distribution centers located in New Cumberland, Pennsylvania, and Tracy, California. The contract is specifically issued to Corestar International Corporation in Irwin, Pennsylvania. This procurement is a non-competitive negotiation with a single source due to the specialized nature of the part, which requires engineering source approval to ensure quality. Corestar International Corporation is recognized as the qualified supplier because it possesses unique design capabilities, engineering expertise, and proprietary manufacturing and repair knowledge essential to maintaining the part’s quality. Alternate sources must undergo rigorous qualification procedures, which must be approved by the relevant government engineering authority. Interested parties may express their interest and capability to fulfill the requirement or submit quotes, but the Government retains sole discretion over whether to compete the contract. The solicitation does not follow FAR Part 12 policies for commercial item acquisition, indicating the specialized nature of the component. Additionally, potential contractors can access relevant military and federal specifications, standards, and related documentation through the DoD Single Stock Point or online through the ASSIST platform. The contracting office managing this acquisition is the NAVSUP Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania, with Peter Masters as the point of contact for inquiries.
