This amendment to solicitation W9124R-04-T-0059 for the Engineering and Installation of Equipment Enclosures reduces the required quantity of enclosures from five to three. These units, measuring 8 feet wide by 20 feet long by 8 feet high, must be delivered within six weeks of the contract award. The project is a total small business set-aside managed by the Department of Defense for the Yuma Proving Ground in Arizona. Significant changes have been made to the delivery and installation requirements to reduce contractor liability. The government will now provide the crane, operator, and rigging necessary for offloading at a storage complex located on a paved road. Consequently, the contractor is no longer responsible for providing installation power or navigating remote, off-road terrain. All other original requirements remain in effect, and the proposal closing date is maintained as August 4, 2004, at noon MST.

General Info

The purpose of this Amendment is to change the quantity of the Equipment Enclosures (8 feet wide X 20 feet long X 8 feet high) from 5 each to 3 each. The delivery requirement for the 3 Equipment Enclosures will be no later than six weeks after award of contract. The following clarifications are provided. The crane and operator will be provided by the governmen t for the off loading. Delete the following requirement: There may be no commercial power available at the time of installation, therefore, it is the responsibility of the contractor to provide the power needed for the equipment enclosure installation. The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
