Solicitation # 26-58008
The National Research Council of Canada's Ocean, Coastal and River Engineering Research Centre requires the fabrication and delivery of precision mechanical and structural components for the Heavy Impact Test Theater (HITT) to support full-scale ice impact testing. The scope of work involves the manufacturing of a modular Hammer Assembly consisting of sixteen steel cube modules, an Anvil Assembly featuring machined low-density polyethylene and aluminum elements, and a Free Sway System for guided movement. While the Surge Restraint System was initially listed, subsequent amendments clarified it is no longer required. All components must be fabricated according to specific NRC engineering drawings and delivered DAP to St. John's, Newfoundland and Labrador, with a final delivery deadline of March 31, 2027. The procurement process is governed by a weighted evaluation system where 70 percent of the score is based on technical merit and 30 percent on price. To be compliant, offerors must demonstrate experience with heavy structural fabrication of assemblies weighing at least 1000 kg, provide proof of adequate facility capacity, and maintain a recognized quality control process. The contract includes strict requirements for environmentally preferable packaging, security clearances for technical data, and adherence to the Federal Contractors Program for Employment Equity. Final award is based on the highest combined rating of technical merit and price, provided the offeror meets a minimum technical threshold of 60 points.
