The Department of Veterans Affairs, through Network Contract Office 23, is conducting market research to identify qualified sources capable of supplying the RapidsGB X38 (3 Lane) Rapids Decontamination Tent with WH-166 Flash Water Heater, along with accessories and installation services. This sources sought notice is not a solicitation and does not obligate the government to proceed with an acquisition; its purpose is solely to assess market capability and determine whether suitable vendors exist to meet the technical requirements. Respondents must be authorized distributors for RapidsGB Corporation or for an equal product manufactured by another vendor, and must provide documentation proving such authorization. The procurement is governed by the NAICS code 332311 for prefabricated metal building and component manufacturing with a small business size standard of 750 employees, and responses must include the company’s size classification such as SDVOSB, VOSB, small business, or large business, as well as a Unique Entity ID from SAM. All submissions must be sent to the designated point of contact by the deadline of July 20, 2026, with the subject line "Exterior Decontamination Shelter". Responses must also indicate whether the vendor holds an existing GSA Federal Supply Schedule or IDIQ contract covering this requirement and include commentary on the draft Statement of Work if any portions are unclear or problematic. While responses are not bids and will not be considered offers, they will inform the government’s decision on whether to issue a formal solicitation and how to structure it, including potential use of GSA eBuy for qualified vendors. The place of performance is the Fargo VA Medical Facility in North Dakota, and all information submitted should be clearly marked as proprietary if confidentiality is desired. The government will not reimburse any costs incurred in preparing responses, and no award will be made based on this notice alone—any future contract will require submission to an official solicitation.
