The U.S. Army Engineer Research and Development Center is soliciting proposals for the procurement of 336,000 pounds of pre-blended rapid-setting concrete mix, delivered in 3,000-pound super sacks to Vicksburg, Mississippi. The required material must be a commercially available mix that only requires the addition of water, is compatible with citric acid for extended working time, and can be mixed using various methods ranging from hand-mixing to standard transit trucks. To meet research and operational objectives, the vendor must also be able to provide the same material in 50-pound bags and 5-gallon buckets, with a delivery lead time of two weeks from the date of order. Technical specifications are stringent, requiring Air Force certification under ETL 08-02. The concrete must achieve an initial set time of 15 minutes, a compressive strength of 3,000 psi at 2 hours and 10,000 psi at 28 days, and a bond strength of 1,500 psi. Additionally, the material must have a proven performance history of withstanding over 3,000 passes of military cargo and fighter aircraft. This is a total small business set-aside, and the contract will be awarded to the responsible offeror determined to be the Lowest Price Technically Acceptable.
