The General Services Administration (GSA) is seeking proposals for the design and complete installation of a new, stand-alone addressable, analog fire alarm and voice communication system at the Social Security Administration’s Metro West Building in Baltimore, Maryland. This project, estimated to cost between $5 million and $10 million, involves replacing the existing fire detection and alarm control system currently integrated within a Honeywell Delta 1000 building automation system. The Metro West Building, constructed in 1979 and spanning over 1 million gross square feet, remains fully occupied throughout the project, requiring most installation and testing activities to take place during off-hours, such as nights and weekends. The scope of work includes comprehensive design services, construction, testing, commissioning, and post-construction activities, with deliverables formatted according to GSA’s computer-aided design and drafting policies. The procurement will be conducted using a "Best Value" source selection process where technical factors, notably past performance, project management plan, project team capabilities, and responsiveness to bridging documents, hold more weight than price. The Request for Proposal (RFP) will be released around the week of September 8, 2002, and interested prime contractors must submit a completed document security form, including business verification details, before accessing the full solicitation documents. The contracting officer overseeing this effort is Louis J. DiGeambeardino, and proposals will be evaluated under the NAICS code 561621 for security guard and patrol services. This project emphasizes careful coordination to accommodate the building’s active use and requires a highly coordinated design-build approach to upgrade the existing fire alarm system efficiently and effectively.
