56--NOTICE OF INTENT TO SOLE SOURCE

ERDC Contracting OFfice intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Actidyn Systemes SA, 1 Rue du Groupe Manoukian, 78990 ELACOURT - FRANCE. This procurement is being conducted under Simplified Acquisition Procedures - only one responsible source and no other supplies or services will satisfy agency requirements. Actidyn Systemes SA is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for this sytem. The government intends to acquire a commercial item useing FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not laater than 4:00 CST on 6 November 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Centrifuge Research Center, USACE/ERDC is tasked by project requirements to prepare sand models for many different ivestigations. The automated system will allow a preset for density. The system guarantees a constant fow and a constant falling height from a fully automated horizontal and vertical motion control of the hopper. The hopper operates in a depressurized man-free closed environment. This system will improve both consistency in model preparation and saves time, labor and cost in setup for experiments. THE AUTOMATIC SAND RAINER, MODEL C84-C85 IS THE REQUIREMENT. Pricing should include packing, crating, transporation, and installation charges that will be incurred w/this purchase.
