The U.S. Fish and Wildlife Service intends to award a sole source contract to Suncore Construction and Materials, Inc. for the delivery of 50 cubic yards of 4500 psi ready-mix concrete, along with a pump truck and operator, to support the construction of six new concrete ramps at Jones Hole National Fish Hatchery. The work is scheduled for July 9–10, 2026, and will be carried out by the Maintenance Action Team and Maintenance Internship and Fellowship Program personnel. Market research confirmed that only this vendor can meet all technical and logistical requirements, including timely delivery to the remote site within the 90-minute concrete hydration window, provision of a pump truck, and compliance with SAM.gov registration standards. Two other regional suppliers were evaluated but disqualified due to lack of equipment, inability to reach the site, or failure to meet federal registration requirements. No competitive solicitation will be issued, as this procurement is justified under FAR 6.103-1 due to the absence of alternative responsible sources capable of fulfilling the unique constraints of this project. Interested parties may submit capability statements to Lawrence Aragon at lawrence_aragon@ios.doi.gov by July 4, 2026, demonstrating their ability to deliver the specified concrete volume, operate a pump truck under USFWS direction, maintain material integrity during transport, and provide proof of SAM.gov registration. Responses will be reviewed exclusively to determine if any additional vendors can satisfy the full scope of requirements, and failure to clearly address all criteria will result in disqualification. The contract will be awarded directly to Suncore Construction and Materials, Inc. unless a viable alternative is identified during the response period.
