56--SPECIAL NOTICE OF INTENT TO SOLE SOURCE - MMC MATERIALS, INC. - JACKSON, MS.

Notice of Intent to Sole Source ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR13.106 to MMC MATERIALS, INC. 815 W. FORTIFICATION STREET, JACKSON, MS 39203-1702. This procurement is being conducted under Simplified Acquisition Procedures (SAP). MMC is the only known source available to provide concrete for the Hardened Installation Protection for Persistent Operations (HIPPO) II, Geotechnical Structures Laboratory, Vicksburg, MS 39180-6199. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on August 12, 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to contact@example.gov with solicitation number referenced in the subject line. 1. A total of 260 cubic yards (cys) of concrete, ~160 cys of CSPC mix and 160 tons of #89 Stone and ~100 cys of GUHPC mix are required in order to fabricate the 60 concrete targets that are needed to meet the research objectives. Additionally ~ 10,000 lbs of bagged ice is required for use in the CSPC concrete mixture. Rental of a concrete truck to mix the GUHPC is required for ~60 hrs. The estimated requirements and costs are below. Amounts are estimated due to the nature of concrete batching. a. 160 cys of CSPC mix design @ $100.00/cy b. 160 tons of #89 stone for CSPC mix @ $80/ton c. 100 cys of GUHPC mix design @ $200.00/cy d. 10,000 lbs of Ice @ $0.50/lb e. 60 hours of concrete truck rental for mixing GUHPC @ $125/hr. The planning window for placements is estimated for the months of September and October and may be a single placement and may be multiple, depending on the availablity of GSL, IEEB and CMB personnel to support the placement.
