5680 - Fiber Polymer Reinforced (FRP Mat Set) (Landing Mat)

Amendment 0004, effective 03 September 2025, was issued to add the following National Stock Numbers (NSNs) which are individual components of the Fiber Reinforced Polymer (FRP) Mat Set (NSN: 5680-01-701-5374/Part Number FRP-KIT-SOW-WP) to the solicitation:

• Full Mat Panel with Lower Bushings, NSN: 5680-01-701-5375
• Half Mat Panel with Lower Bushings, NSN: 5680-01-700-9352
• Full Anchor Panel, NSN: 5680-01-701-5376
• Half Anchor Panel, NSN: 5680-01-700-9359
• Upper Joining Bushing and Bolt, NSN: 5306-01-701-5898
• Anchor Bushings, NSN: 5365-01-700-9608

The individual components were added to the solicitation in accordance with FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement” and the acquisition is being accomplished using Other than Full and Open Competition Procedures.

Copies of the solicitation and Amendment 0004 and its attachments to include the redacted Addendum to the Justification & Approval are available at the DLA Bid Board System (DIBBS) website.  All other solicitation terms and conditions remain unchanged and in force.

Amendment 0001, effective 27 May 2025, was issued to remove all language pertaining to requirements for hazaradous materials (HAZMAT).  The required items are considered non-hazardous.  All other terms and conditions as stated in the solicitation remain unchanged and in force.  Interested offerors must submit a signed, completed copy of the Standard Form (SF) 30 (Block 8 and 15) with the proposals.  Copies of the solicitation and Amendment 0001 have been issued to the DLA Bid Board System (DIBBS) website and are available at the DIBBS website.  Vendors must submit proposal in accordance with the terms and conditions outlined in the solicitation and Amendment 0001 no later than Friday, June 27, 2025 at 3:00PM EDT.

The Defense Logistics Agency (DLA) Troop Support Philadelphia intends to issue an Unrestricted Request for Proposal (RFP) for Fiber Reinforced Polymer (FRP) Mat Set, (NSN: 5680-01-701-5374, Part Number: FRP-KIT-SOW-WP), which must be manufactured in accordance with Sourcing Control Drawing #12E2500010.  AMS Industries LLC (CAGE: 65S22) is the only approved source for the item.

This acquisition is for a Firm-Fixed Price, Requirements contract.  The resultant contract will include a one (1) year base period, and four (4) one-year option periods.  The Contract Maximum will be $267,576,250.00.

The solicitation number is SPE8EG-25-R-0008.  FAR Part 15, “Contracting by Negotiation” procedures will be utilized.  The acquisition will be accomplished using Other than Full and Open Competition procedures in accordance with FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement”.  The solicitation will provide for one (1) contract.  Price is the only evaluation factor that will be utilized.  Any resultant contract will be awarded to the responsible offeror, offering the lowest price, whose offer conforms to all of the terms and conditions set forth in the solicitation.

Delivery terms will be FOB Origin and Inspection/Acceptance at Destination.  The Government required delivery schedule is 120 days after date of order.  Buy American Act and the Preference for Certain Domestic Commodities (aka Berry Amendment) clauses apply.

The estimated release date of the solicitation is April 28, 2025.  This date is subject to change.  A copy of the solicitation will be available through the DLA Internet Bid Board System (DIBBS), https://dibbs.bsm.dla.mil/.  All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support.
