This Notice of Intent is provided to advise that the Government intends to negotiate a Sole Source contractual action via a Firm-Fixed-Price contract to Altorfer Industries Inc.  The purpose of this action is to replace the obsolete and malfunctioning parallel switchgear control systems in Building 226. The contractor shall provide all required labor, management, materials, equipment, tools, travel, safety oversight, and incidentals to remove the legacy controls and install fully integrated Schneider Electric Ethernet‑based PLC processors operating on Control Expert software, along with all associated communication infrastructure and hardware. The project further aims to ensure complete system integration, conduct all required testing and commissioning activities, deliver comprehensive as‑built documentation and programming files, provide operator and maintenance training for Project 578-26-012 Bldg 226 Replace Paralleling Gear at the Edward Hines Jr. VA Hospital located at 5000 S. 5th Ave, Hines, IL 60141.  NAICS code 333120—Construction Machinery Manufacturing will apply to this procurement.  


Altorfer Industries Inc possesses the proprietary engineering source code, hardware interface definitions, control logic sequences, sync check algorithms, EMCP communication mappings, and generator to switchgear interlock specifications necessary to safely integrate Schneider Electric PLC processors with existing Caterpillar EMCP panels and the Eaton Foreseer EPMS. No other contractor has authorized access to Caterpillar’s proprietary technical data, nor does any other OEM or integrator have legal rights to modify or interface these components.


This procurement will be made under 41 USC §3304(a)(1), as implemented by RFO 6.103-1 (One responsible source) to a Small Business.  This requirement will be awarded using the non-competitive procedures as authorized by FAR 6.302-1 to the only responsible source available for the procurement. A Notice of Justification & Approval document will be made available via Contract Opportunities in accordance with FAR 6.302-1 after award.


This is a notice of intent of a sole source contract and not a request for competitive proposals.  No solicitation will be available or issued for this requirement.  If a firm believes that VA should not pursue this sole source procurement with Altorfer Industries Inc then they should submit information by 4:00 pm (Central Standard Time) on September 23, 2026, to Shalottina Cook at Shalottina.Cook@va.gov and Roniece Ambrose at Roniece.Ambrose@va.gov. No telephone responses/inquiries will be accepted.  The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent.  A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
