The Naval Air Systems Command awarded a sole source indefinite delivery indefinite quantity production contract to BAE Systems Information and Electronic Systems Integration, Inc. for the production and delivery of APX-111 Mode 5 Combined Interrogator Transponders, Mode 5 Change Kits, and shop replaceable assemblies for fiscal years 2014 through 2016. The agreement includes comprehensive logistics and engineering support, such as repairs, technical data, weapons system platform integration, and Engineering Change Proposals. A significant Class 1 Engineering Change Proposal valued at approximately 13.7 million dollars is planned to address Pulse Top Ripple noncompliance and obsolescence issues within the CIT Receiver/Transmitter assembly. The contract structure consists of a basic requirement for fiscal year 2014 and options for fiscal years 2015 and 2016. Total approximate quantities across the period include up to 169 transponders, 529 change kits, and 56 shop replaceable assemblies. This acquisition was pursued as a sole source under 10 U.S.C. 2304(c)(1) because BAE Systems is the original designer and manufacturer, possessing the unique technical data and facilities required for the effort. It is estimated that competing the requirement would have resulted in 315 million dollars in duplicative costs.
