The government plans to issue a sole source purchase order to Avaya for the engineering, furnishing, installation, testing, and certification of an upgrade to the Joint Interoperability Testing Center's telecommunication system at Buckley Air Force Base, Colorado. This upgrade involves replacing the existing Avaya Definity G3r with the Avaya Communication Manager 2.0 and Multi Level Precedence Preemption (MLPP). The scope includes upgrading two S8700 Media Servers, ten Control Network Switches, ten IP Server Interface Modules, and two UPS Battery Backup Systems across five buildings on the base. The installation and project management must be performed exclusively by Avaya Certified Technicians and Avaya's Project Management Team. This acquisition is considered a sole source procurement under FAR Part 12 Regulations because Avaya is the only vendor capable of providing and servicing the existing telephone equipment at Buckley Air Force Base. The 460th Contracting Squadron intends to award the contract without full and open competition, per Subpart 6.302-1(a)(2)(ii), since there is only one responsible source that can meet the agency’s requirements. Funding for this project is not guaranteed or currently available. Interested parties are informed that this notice is not a solicitation for competitive proposals, and all inquiries should be directed to the designated contracting specialists via email or telephone.
