BLM AK FDO Caribou Iridium Radio Collars and Monitoring Services The Bureau of Land Management (BLM) intends to issue a sole source award utilizing Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1)(i) and under the authority of FAR 6.302-1, to Lotek Wireless, Inc., 115 Pony Dr. Newmarket, ON Canada, L3Y 7B5, DUNS: 251053377 with a total award amount including option years up to $55,000. The overall total award shall not exceed the Simplified Acquisition Threshold. The NAICS is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a size standard of 1250 employees. The BLM Eastern Interior Field Office is cooperating with Alaska Dept. of Fish and Game and Yukon Department of Environment to monitor the Fortymile Caribou Herd using GPS radio collars. The system in use is Lotek Wireless Inc. Lotek collars collect GPS locations, associated metadata, and ambient temperatures and transmit those through the Iridium or Globalstar networks to a Lotek-maintained database. This database is made available for query, display, and downloading of data through a website for the collaboration effort. This service will continue for the life of each radio collar. An additional unknown amount of radio collars will be added to the service portion of this contract as determined by BLM. BLM will work with Lotek when services for additional collars are requested. Lotek is the only company that can provide these collars and monitoring services that meets the Government's need for continuity of research while working with other partners. This Special Notice is not a Request for Quotes. This notice of intent is to meet the requirements of FAR 5.101(a)(1), and is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this supply or service must respond in writing, response must be supported by clear and convincing evidence to clearly be able to provide services for products outlined above. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
