The Naval Research Laboratory (NRL) plans to negotiate a contract with L3 Communications Brashear Field Engineering and Services for the installation and calibration of an upgraded WARLOC Radar Pedestal Controller. This upgrade will feature automatic tracking capabilities for objects visible on a co-mounted video camera system and will include proprietary software, interface software, and the necessary hardware assembly and integration. Because the design, drawings, and technical documentation for the pedestal and controller are proprietary and not owned by the government, the contract will be awarded on a non-competitive basis. L3 Communications Brashear is the sole known entity possessing the expertise and recognized authority on the proprietary control system hardware and software required for this effort. This contract, identified under solicitation number N00173-07-R-SK03, falls under the NAICS code 333314, relating to optical instrument and lens manufacturing. The NRL, part of the Department of Defense and located in Washington, DC, will oversee the contract. Point of contacts for the solicitation include contract specialists Susan Kelly and F. Janilea Bays. Due to the proprietary nature of the work and the lack of a complete technical package for competition, full and open competition is not possible. Interested parties can find additional business opportunities on NRL’s website.
