The contract involves the procurement of seven units of a specific part identified as NSN 1H-5840-014379548, described as "58--COVER, OUTBOARD, SLED" with technical data package version 009. The delivery term is FOB Origin, and the items are to be issued to ARC Technologies LLC in Amesbury, Massachusetts. The acquisition is planned under a sole-source intent where the Government intends to negotiate exclusively with one approved supplier due to the unique design capabilities, engineering expertise, and proprietary manufacturing or repair knowledge held by that source, which are essential for maintaining part quality. This source controls critical technical data not economically available to the Government, and any alternate sources must undergo qualification procedures approved by the Government engineering authority overseeing the design control activity. This action is not a solicitation for competitive quotes but allows interested parties to express interest or submit quotes within 45 days to be considered before contract award. Market research indicates the procurement will not follow commercial item acquisition policies under FAR Part 12. The contract is governed by applicable trade agreements, including the Buy American Act and Free Trade Agreements, with corresponding DFARS clauses included. Interested parties can obtain related military and federal specifications and documents through official Department of Defense distribution channels such as ASSIST-Online and the DOD Single Stock Point. The contracting office for this action is NAVSUP Weapon Systems Support Mechanical in Mechanicsburg, Pennsylvania, with Andrea Rhone as the point of contact.
