The Electronic Systems Center is seeking qualified vendors to supply two Ground Control Approach Radar Systems (GCA-2000, Transportable, Part Number 284670-1) for use by the Afghan National Army Air Corps at Herat and Mazar-e-Sharif Airbases. These systems are intended to provide essential radar approach control functions such as aircraft sequencing and separation, navigation assistance, and airspace control within terminal airspace. The delivered radar systems will include a sensor subsystem featuring Precision Approach Radar (PAR), Airport Surveillance Radar (ASR), and Secondary Surveillance Radar (SSR) components that comply with NATO and ICAO standards. An operations subsystem will support at least three controller stations, VHF/UHF radios upgradeable with ECCM capabilities, communication interfaces, and associated ancillary equipment. The systems must operate on both generator and local electrical power and come with a two-year spares package, commercial warranty, secondary power generator, as well as factory acceptance testing, site installation, flight commissioning, technical support, and operator and maintenance manuals in English. Proposals are expected following the release of the Request for Proposal in March 2008, with delivery of the systems required within 15 months of contract award. Interested firms are invited to submit a qualifications package by March 7, 2008, detailing company information, business size, ownership status, and any relevant ongoing government contract vehicles, limited to 10 pages. Submissions can be emailed or sent in hard copy to the designated contacts at Hanscom Air Force Base. This effort involves export-controlled technical data and will require registration with the Directorate of Defense Trade Controls. The government emphasizes this announcement as a planning notice only, not a solicitation or contractual commitment, and reserves the right to determine its acquisition strategy. Evaluation results will be communicated via email by mid-March 2008.
