The procurement involves the acquisition of four countersurveillance Probe/Monitor units with all accessories and two High Gain Orion units. REI is identified as the sole developer, manufacturer, and distributor of the HGO 4000, justifying the use of simplified acquisition procedures under FAR Part 13. The government established a delivery deadline of October 27, 2006. While the intent is to award the contract directly to REI, the notice allowed other interested sources to identify their capabilities within five days of publication to determine if a competitive procurement was necessary. The solicitation was managed by the Contracting Officer Lawrence C. Carter and Contracting Specialist Angela Jackson.
