The United States Air Force plans to negotiate a sole source contract with Motorola's US Federal Markets Division for the development and integration of a comprehensive command and control console system. This system will provide personal screen configurations for operators to ensure consistent user privileges and screen orientation regardless of the console accessed. It must maintain at least two telephone lines, with one having priority access to both the DSN and commercial lines, and offer audio patching capabilities between telephone and radio, as well as radio-to-radio communications. Operator positions will need to manage multiple emergency lines, including six 911 lines and eight additional emergency lines, all of which require recording for missed or unclear communications to meet legal requirements. The system will also support monitoring and recording of six trunked radio talk groups on the LAFB TLMR system, and include an interface for the city of San Antonio’s wide area radio network for coordinated emergency response. The system architecture will include a Central Electronics Bank capable of supporting two operator positions, a conventional channel, 14 telephone lines (including 911), and logging recorder functions for up to 24 channels, with the CENTRACOM Elite server backing the console operations. Each operator station will be equipped with a touchscreen LCD monitor, gooseneck microphone, six-wire headset interface, and a foot switch for hands-free communication, with one console designed for supervisory use. Additionally, a 24-channel logging recorder will be installed for simultaneous recording of conventional and trunked radio traffic, as well as all telephone lines, accessible from either console. The contract will be awarded using simplified acquisition procedures under a justification for other than full and open competition, anticipated around July 30, 2007, due to proprietary data rights held by Motorola. The contracting officers and specialists based at JBSA Lackland, TX, will oversee this procurement.
