The U.S. Geological Survey (USGS), New York Cooperative Fisheries Research Unit (NY CFWRU). intends to award a non-competitive purchase order to Innovasea Marine Systems located in Bedford Canada for acoustic telemetry receivers to support passive monitoring of tagged fish in riverine and lacustrine systems across New York State and the broader Northeast region, to be delivered to Ithaca, New York within 60 days of award/from the date the contractor receives the purchase order.
NY CFWRU has deployed Innovasea-compatible acoustic transmitters in fish currently under study in rivers and lakes across New York State. These animals cannot be re-tagged, and their movements cannot be detected by receivers from any other manufacturer. Purchasing non-Innovasea receivers would result in complete loss of detection data from all previously tagged animals, undermining the scientific integrity of active, cooperator-funded research projects.
In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a).
