The Bureau of Land Management's Miles City field office in Montana intends to award a sole source purchase order to Lotek Wireless for the supply of swift fox telemetry equipment. This procurement is noncompetitive because Lotek equipment is already in use by all cooperating agencies for tracking and studying swift foxes, making it essential that any additional equipment be compatible and interchangeable with existing systems to avoid complications with maintenance, training, and the necessity of managing two separate systems. The planned acquisition includes 15 LiteTrack30 collars, 15 VHF remote data transmitters with download capability, one PinPoint Download Command Unit, and one interface device capable of programming and downloading data. The sole source procurement reflects the necessity of maintaining system uniformity and functionality across participating agencies. No solicitation package will be issued, and no telephone or fax requests will be accepted. Responses to this notice must provide clear evidence that competing equipment would be compatible with the current system and advantageous to the government to even consider a competitive procurement. The estimated contract award date is August 16, 2018, with responses due by 2:00 AM EST on August 15, 2018. The procurement falls under PSC code 5895 and NAICS code 334511, and inquiries can be directed to Rebecca Undlin, the purchasing agent at the Bureau of Land Management.
