AI Contract Overview

The government plans to procure the Klein 3000 Side Scan Sonar system through a sole source acquisition from L3 Communications Klein Associates, Inc., the original manufacturer and only capable supplier of this specialized equipment. This system is uniquely compatible with the existing customized software and hardware on a USACE vessel, making alternative purchases impractical due to the high costs involved in software adaptation and personnel retraining. The contract is expected to be awarded as a fixed-price agreement under NAICS code 334511, which pertains to audio and video equipment manufacturing and has a size standard of 750 employees. While this announcement is not a solicitation for competitive bids, the government invites potential interested parties to express their interest and demonstrate capability within 15 calendar days from the publication date. Responses will be evaluated solely to determine whether to proceed with a competitive procurement. The final decision to forego competition rests entirely with the government. Questions regarding this procurement can be directed via email to the designated contact, Geanette Kelley. The contracting office responsible is the Department of Defense's Endist Mobile office in Mobile, Alabama.

Full Description

The Government intends to solicit and negotiate with only one source, L3 Communications Klein Associates, Inc., 11 Klein Drive, Salem, NH 03079, for the procurement of the Klein 3000 Side Scan Sonar system. L3 Communications, Klein Associates, Inc. is the manufacturer and thus the only source capable of providing the Klein 3000 surveying system that will be capable of functioning with the existing customized software and equipment onboard the USACE vessel. The cost of the special software and re-training of personnel make purchase of a new system uneconomical. It is anticipated that a fixed Price contract will be awarded. The (NAICS) code is 334511 and size standard is 750 employees. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All questions should be sent by email to Geanette Kelley, at contact@example.gov.
